في الوقت الذي يتطلع إليه أبناء الوطن توفير سبل الراحة لكل مواطن اينماء كان موقع سكنه في ظل رعاية قيادتنا الرشيدة التي دأبت على تلمس حاجات المواطن وتوفير متطلباتهم ومحاربة الفساد الإداري بكافة صورة وأشكاله بهدف الإصلاح وتنمية القرى لمواصلة ركب التطور والبناء والعمل على تطوير القرى وفق آلية ومنظومة تضمن رفاهية المواطن من حيث التخطيط والنطاق العمراني وفتح قنوات للاستثمار في المراكز القابلة للنمو والتي تتخذ من مواقعها الجغرافية رافدا للوطن والمواطن لازالت بعض القطاعات الحكومية تمثل عائقا أمام تنمية القرى وتطويرها بل طغت المحسوبيات الشخصية على إعاقة التنمية من قبل أناس خانوا الأمانة والضمير في ما أتمنوا عليه وأصبح المواطن ضحية تلاعب وإهمال بعض المسئولين .
[COLOR=#FF002E] بلدة الحماد[/COLOR] جنوب حائل 160كم أحد القرى الهامة بالمنطقة تنبؤ مكانة إستراتيجية في موقعها على طريق حائل المدينة المنورة ومن القرى القابلة للنمو ، تشهد كثافة سكانية هائلة وحركة عمرانية ويتوفر بها مدرستان للبين والبنات وفرع جمعية خيرية ودور نسائي متكامل لحلقات تحفيظ القرآن الكريم .
هذه البلدة قدر لها أن تتراجع تنميتها لأسباب مجهولة وأصبحت ضحية إهمال الأقسام المعنية في بلدية السليمي فمخططها الصناعي المعتمد برقم ( 629 ) عام 1409هـ لازال قيد الدراسة والتنفيذ .
(25) عاما من اعتماد المخطط الصناعي دون تنفيذ دلالة واضحة على تعطيل التنمية وتقاعس المسئولين في خدمة أبناء الوطن وبوابة للفساد الإداري وتبرير التأخير بمعوقات ومكاتبات ودراسات تأخذ طابع التخدير وتحميل قيادات سابقة مسئولية تأخير تنفذها متناسين الـ 25 عاما دون رقابة ومتابعة لتنفيذ القرارات وخطط التنمية وفق زمن محدد يكفل العدل والمساواة لاسيما أن المخطط يخدم بلدتين مراغان والحماد .
الشيخ / رشيد بن جمعان بن داموك معرف البلدة أكد لـ “[COLOR=#FF0045]أضواء الوطن [/COLOR]”أن مراجعات الأهالي والمستثمرين باءت بالفشل وكل محاولات إحياء المخطط وتطويره آلت إلى الاندثار وتبدد الحلم ابتداء وهذا المخطط الحلم المنتظر الذي مر على مراحل إجراءاته أكثر من أربعة رؤساء في أمانة المنطقة ومنهم المهندس جديع بن نهار القحطاني والدكتور / عبدالعزيز العمار والمهندس إبراهيم الطوب وأخيرا المهندس إبراهيم بن سعيد أبو رأس أمين منطقة حائل حاليا الذي وجه بلدية السليمي مؤخرا بالعمل على تحقيق طلبات الأهالي والمستثمرين وإعلان المخطط للاستثمار وقامت البلدية في أبرام عقود استثمارية مع عددا من المستثمرين وتم تحصيل رسوم القطع وفق أوامر صرف أودعت ضمن إيرادات البلدية إلا أن القطع المؤجرة على المستثمرين لم تسلم لهم للشروع في استثمارها في مخالفة صريحة للوائح المعمول فيها نظاما .
صحيفة أضواء الوطن بدورها أالتقت بعدد من المواطنين الذي أبرمت معهم بلدية محافظة السليمي عقود استثمارية وتم تحصيل المبالغ منهم وهم ( حمد خلف الرشيدي – عيده عتقاء الرشيدي ) والذي أبدوا خيبة الأمل في مولد هذا المخطط متسائلين عن مصير أموالهم وتعطيل مصالحهم بما فيها التزاماتهم بدفع أجور القوى العاملة في مشاريعهم دون عمل انتظارا للتراخيص والفسوحات مؤكدين أنهم لديهم سندات إيصال نقود رسمية من بلديه محافظة السليمي تثبت إنهاء إجراءات الاستثمار مطالبين سعادة أمين حائل بالتحقيق في تلك المخالفات والتهاون في أداء العمل ووعدوا أن لم ينظر بوضعهم المرافعة نظاما لدى المحاكم الإدارية المعنية والمطالبة في التعويض جراء الخسائر التي لحقت بهم .
معاناة الأهالي مع البلدية لاتقتصر على المخطط فقط بل هناك إهمال في مراقبة تنفيذ المشاريع وبحسب المواطن/ عيد ثنيان الرشيدي الذي أبدى تذمره من عدم إنارة الشارع الغربي من الجامع حيث تم تركيب الأعمدة لفترة تزيد عن عامين دون إنارة وبدأت بحاجة للصيانة قبل الاستفادة منها ، وقال أن نسب الانجاز بالمشاريع وفق شروط كراسات المواصفات والمدة يجب أن تفعّل من قبل الجهات الرقابية وتحديدا في المجلس البلدي الذي أهمل دورة كسلطة رقابية مطالبا معالجة قصور المقاولين ومعاقبة المقصرين سواء في البلدية أو المؤسسات المنفذة للمشاريع وتطبيق الإجراءات من قبل مراقب عام التدقيق بديوان المراقبة العامة بحسب مايرد لهم من تقارير ربع سنوية .
وقال المواطن / شداد بن ذعار أن وضع النظافة بالبلدة من سيء إلى أسوء ويشهد قصور ا متزايد وحاجة البلدة تتطلب إلى دعم فرق النظافة بالأيدي العاملة والحاويات بالإضافة لدعم البلدية بمشاريع السفلتة الداخلية وتنظم وتحسين مداخل البلدة مع الطرق الرئيسية بطريق مزدوج مع الإنارة والرصف .

المشكلة عامة وليس بالحماد فقط كل قرى حايل تشكو الفساد والاهمال والتسيب والتلاعب والاختلاس ووزارة البلدية هرم الفساد نفسه والمتضرر المواطن .
لكن 25 سنه اعتقد الموضوع فيه اشكالية واذا الوضع مجرد اهمال يرحم الله الحال أين الحق أين المسئول الاول وامير المنطقة والامين رقبوا الله فوالله ان وضع البلد في خطر ما ان تطبق اقسى العقوبات في حق هؤولاء الخونة .
رقم اعتماد المشروع من عام 1409 هـ ولازال لاحول ولاقوة الابالله .
